Older Adult Programs

With the population of Bucks County living longer and longer each year, specialized services for persons over 60 become increasingly important.

The Family Service Older Adult programs are helping older adults live better today and in the future. Through a coordinated approach to information and services, these programs strive to keep seniors independent and in their homes.

Bucks County Housing Authority Case Management


Ruby and Joan talk about how having a social worker available to them has made their lives easier.

Family Service Association provides information and referrals for low-to-moderate income elderly and disabled residents of the Bucks County Housing Authority (BCHA) managed housing sites.

This program was started as a partnership between the BCHA and FSA to meet the growing needs of elderly and disabled adults who were at high risk of losing their independence.

If you, or someone you know, are living in a BCHA managed housing site, we can help.

Here are some other things we have done for residents:

  • Explained medical billing and insurance charges, setting up payment plans when needed
  • Made referrals for personal care aides and cleaning services
  • Obtained food and supplies from food pantries
  • Made copies of important papers to fulfill requirements for services
  • Set up medical appointments
  • Notified next of kin of changes in physical or mental conditions

This program is free for residents of all nine BCHA sites.

Guardianship

Family Service Association Guardianship program is for persons who need a Guardian of the Person to make medical and personal care decisions for them. Such decisions include whether to pursue surgery or to continue life sustaining treatment, which facility a person will reside in, and what the plan of care will be.

As a guardian of the person, case managers strive to make sure each person receives good quality care, and that the Ward’s basic needs of food, shelter, personal and medical care are met. We do this by working closely with lawyers, physicians, nurses, therapists and others to plan the best possible course of treatment and care.

We have a team consisting of our CEO and the three Guardianship staff who jointly make decisions about care. No major decision is made without consultation of all team members.

FSA does not manage the financial affairs of incapacitated persons, so therefore Family Service does not serve as Guardian of the Estate.

FSA is the Guardian for several people at Neshaminy Manor. However, private Guardianship services are offered at an hourly rate.
